Concept: education voucher for digital learning formats

In Austria, less than 5% of the funds from the school textbook initiative are used for digital learning materials. This corresponds to less than €2 per student annually! This minimal investment stands in stark contrast to the demands of modern education. However, digital learning platforms can effectively help address many of the current challenges in the school system. In the present concept, some of our network partners and we have summarized what would be required for an education voucher for digital learning formats.

Initial Situation

Teachers are often overloaded with administrative tasks, which limits their time for actual teaching. Digital tools could provide relief and give teachers more freedom for pedagogical work. Additionally, the teaching profession no longer appears very attractive, especially for young educators. The use of modern technologies could make the profession more appealing again and combat the shortage of personnel.

Better Learning

Students often have difficulty fully grasping lesson content. Digital media offer a variety of opportunities to deepen and review learning materials, which can reduce the need for tutoring. For the future, it is crucial that students develop digital competencies to meet the demands of a digitized world.

Funding Needed

An education voucher for digital learning formats could be a groundbreaking solution here. With a value of €20-50 per student in secondary levels 1 and 2, it would promote the use of high-quality digital learning materials outside of the school textbook initiative. A central billing portal would simplify the ordering process. The one-time costs for developing the portal are estimated at around €110,000, with annual maintenance costs of €10,000-15,000.

Advantages of the Education Voucher

This measure would have numerous advantages: it enables a modern and individually tailored learning process, promotes digital competencies, and reduces the need for expensive tutoring. Moreover, it could make the teaching profession more attractive through the integration of digital tools and support verified digital educational offerings.

In summary, the education voucher is a crucial step to make the Austrian education system future-proof. It offers a cost-effective way to promote the use of digital learning materials and thereby sustainably enhance the quality of education. Investments in education are investments in the future of students, providing them with optimal conditions for their personal and professional development.
